POTS line replacement: what facilities managers need to know before the copper is gone
Which building systems still depend on analog phone lines, how cellular and managed replacement works, and what to gather before you call anyone.
What is a POTS line?
POTS stands for plain old telephone service. It is the analog phone line that runs on a copper pair from the carrier's central office to a jack in your building. The line carries its own low voltage, so a basic phone on it keeps working when the building loses power. That reliability is why elevator phones, fire alarm panels, and alarm dialers were designed around it, and why so many of those lines are still in service decades later.
Why is this coming up now?
Carriers are retiring copper networks one wire center at a time and moving customers to fiber, IP, and wireless services. As price regulation on legacy lines winds down, the lines that remain are being repriced, in some states to many times their historical cost. There is no single national shutoff date. What there is: rolling retirement notices with limited lead time, rising monthly rates, and copper plant that takes longer to repair each year. Facilities teams that inventory their lines now get to plan the replacement instead of reacting to a notice.

How do I know which systems still use one?
Start with the phone bill and end with a walk through the building. The bill lists lines by number and rarely says what each one does; the walk tells you where the jacks go. Between the two you can usually account for every line.
Elevator emergency phones
One line per car is common, sometimes shared through a controller in the machine room. Press the call button in the car and see who answers.
Fire alarm panels
The communicator on the panel usually dials a central station on one or two lines. The alarm company's account records will say which numbers.
Burglar and security alarms
Older dialers still call the monitoring center over copper. Ask the monitoring company what path each site reports on.
Gates, intercoms, and call boxes
Entry systems that ring a phone or open on a call, plus pool and area-of-refuge phones, are often on their own lines.
Fax, modems, and odd devices
Fax machines, payment terminals with dial backup, utility meters, irrigation controllers, and HVAC systems can all have a copper line behind them.
How does cellular or managed replacement work?
The device stays. What changes is where its dial tone comes from. A managed gateway installed near the equipment provides the analog line the elevator phone or panel expects, with battery backup, and carries the call over cellular service, a wired broadband connection, or both. The gateway is monitored, so a dead battery or lost signal is reported rather than discovered later. Some buildings use one gateway per device; others share a multi-line unit where the devices sit close together and the code allows it.
Can an elevator phone use a cellular replacement?
Often, yes, with equipment intended for elevator emergency communication and accepted by your inspector. Elevator two-way communication is governed by the elevator safety code adopted where the building is, commonly ASME A17.1, and fire alarm communication paths by the fire code adopted locally, commonly NFPA 72. The adopted edition, the listings the equipment must carry, the required battery backup duration, and the testing regime are set by the authority having jurisdiction. Plan the elevator and fire lines with the elevator contractor, the fire alarm company, and the inspector involved from the start, and do not disconnect copper until the replacement has been tested and accepted.
What should I gather before replacing lines?
- The latest phone bill for each location, including the summary pages that list every line
- A list of elevators, fire alarm panels, alarm systems, gates, intercoms, and fax machines per building
- Contact details for the elevator contractor, fire alarm company, and alarm monitoring center
- Any carrier notices about copper retirement, grandfathering, or rate changes
- Cellular signal and network availability near each device, especially machine rooms and basements
- Who can grant access to equipment rooms, and any tenant coordination needed
What order should lines move in?
Rank by risk and cost. Life-safety lines and any line with a retirement notice go first, scheduled around inspector availability. Alarm and gate lines follow. Fax and modem lines are often retired outright once someone confirms nothing still depends on them. Multi-location portfolios move in waves so that vendors, inspections, and cutover testing stay manageable.
